My Lord,
In continuation of Sir Matthew Nathan's Secret Despatch of the 18th. ultimo, I have the honour to inform Your Lordship that the Viceroy of the Two Kwang has abandoned the intention of subscribing any portion of the loan for the construction of the Chinese Section of the Canton-Kowloon Railway.

2. This loan as Your Lordship is no doubt aware has now been issued with marked success in London.
